Venizelos said the widespread tax evasion, to explain the decision to impose new taxes on wages in the medium-term plan passed in July.
He said that only 160,000 Greeks declared annual revenues of more than 50,000 euros, and only 25,000 declared income in excess of 100,000 euros.
Venizelos added that the property tax the government has opted for a measure with the least impact on the economy.
